The fans and lights all turn on, which makes me think it's not a power issue. I've followed several troubleshooting steps I've found online, such as rearranging the RAM, checking the CPU for bent pins, loosening the CPU fan, and attempting to reset the CMOS. However, nothing has resolved the issue. I'm using a Radeon RX 6700 graphics card with an ASRock B550M-C motherboard. Does anyone have any suggestions on what else could be going wrong?

Yeah, definitely try using one stick of RAM in one slot at a time. It sounds tedious, but it can eliminate the possibility of a bad stick or slot causing your issue. If you want a shortcut, just test each RAM stick in the second slot to speed things up.
Have you checked how long the lights stay on? If you installed new RAM sticks recently, sometimes the system does some memory training, and it can take a little while for it to boot up properly. If it stays on longer than usual without blinking, try just one RAM stick at a time to see if one of them might be defective. That could help narrow down the problem.
