Last night, while I was on Xbox, someone invited me to a party and threatened to DDoS my WiFi, then actually managed to shut it off. I rejoined the party on my phone and asked if he could turn it back on, which he did. However, when I woke up this morning, my WiFi was working fine, but my phone service was completely out, and there are no reported outages. I'm looking for suggestions on what steps to take next to resolve this issue.

Honestly, a lot of this sounds strange. A DDoS wouldn't normally disable your WiFi or affect your phone’s signal. It’s possible that this guy was just messing with you in some way, but whatever he did might not be a full DDoS.
You need to contact your internet provider immediately and explain what happened. It’s wise to ask them to change your IP address and also make sure to update your passwords. Consider reporting this to the authorities as well, like filing a report on the FBI's IC3 website. Better safe than sorry!
First things first, try restarting your phone. Just so you know, issues with your cellular service aren’t usually connected to a WiFi DDoS attack, so don’t panic too much just yet.
