It sounds like something in Windows got messed up due to that hard restart, especially related to the start menu. It might not be your keyboard, so I recommend trying to open Command Prompt or PowerShell as admin through another method. Run the commands 'sfc /scannow' followed by 'dism /online /cleanup-image /restorehealth'. Just a tip—does 'Win + R' open the run box for you? If it does, you can type 'cmd' in there to open it without any issues.
