Help! Windows 11 Error 0x800704b3 – Can’t Open Files or Programs

I'm having a major issue with my Windows laptop today. I suddenly can't open any files or programs that are supposed to work with Windows. I can't even install new software or access Task Manager, but everything works fine in Firefox and Edge. Specifically, I keep getting an Error 0x800704b3 whenever I try to open something. I attempted to run a diagnosis, but nothing happened.

To try to fix it, I went into the advanced settings and tried to redefine my network connection, but it didn't seem to help since I still can't access Task Manager and as a result, I don't think anything changed. I also attempted to adjust the security settings for my Local Disk, but I encountered permission errors. Additionally, everything has reverted to default languages after that and I'm unsure how to go forward. Rebooting hasn't helped either. Did I mess something up really bad? How can I fix this?
