I'm trying to downgrade my AMD drivers because the latest update is causing some issues. However, when I attempt to access recovery mode, my screen just freezes, and the only way I can restart is by using the power button. Is there another method to boot into Safe Mode without having to go through the recovery screen?

There's a known update, KB5070773, that addresses the keyboard and mouse issues in Windows Recovery. You might want to check if you have that update installed. If not, it's worth looking into.
