I work at a hotel and found an old Motorola phone in our lost and found. I've had it for over a year, and unfortunately, we've been unable to contact the owner. I've done some research and discovered that a factory reset still requires user information, which is a bit of a bummer. I'm looking for advice on how to fully wipe the phone clean without needing any user info. I really don't want to just throw it away since it seems like a decent device.

You might want to consider it a bricked device at this point, especially with the rules around unlocking phones. But if you're looking for alternatives, I heard that trying a factory reset in fastboot/bootloader mode might work without requiring user info. Just a warning though, if it fails at any point, it might be time to consider tossing it.

I'd say give the wipe a shot, just to see what happens. These devices often have separate locks for users, phones, and carriers, so who knows! If it doesn't work out, maybe you can get creative and repurpose the screen for a project with an Arduino or something.

Unfortunately, I can't help you break into someone else's stuff due to privacy rules. It can be tough when you find a phone that isn’t yours, and I totally understand wanting it to be used instead of trashed.
