I'm aiming to stay within the £700/USD 1000 range, and I'll be buying from UK websites. One idea I had was swapping the Arctic III cooler for a Thermalright Assassin Spirit 120 to save a bit. Any other suggestions would be greatly appreciated!

You should definitely consider switching to a Peerless Assassin tower cooler instead of a liquid one. You really don’t need anything fancy for most CPUs, and this could save you around £50. You could then put that money towards a better GPU, which would enhance your build overall!

Honestly, if you're not overclocking, aftermarket coolers aren't essential. It could make sense to save that purchase for later, especially as a first-time builder. By the way, what games are you looking to play? I think 16GB of RAM is plenty for almost everything right now.
