How can I deal with my vibrating neighbor’s device?

I'm having a serious issue with my neighbor who's using some sort of device that's making my apartment vibrate. This is leading to some really uncomfortable side effects like head pressure, dizziness, heart pressure, and nausea. I suspect it's located right near my wall since I can hear him drilling there. After a late-night incident where he banged on my wall because I had my TV on at a low volume, I reported him and he got fined. Now I believe he's using this device to retaliate. Does anyone know of a way to disable or counteract it?

You might want to check into sound-proofing options if you can’t directly disable it. There are some products that can help reduce vibrations as well, like acoustic panels or weighted blankets thrown against the wall. It could be a more peaceful route than trying to combat him directly.
