I've been using AWS EC2 for a personal project but have decided to stop. I haven't used it for nearly six months, yet I'm still getting charged at least $3 every month. I want to know how to permanently delete my EC2 instance or even my entire AWS account so that I won't be billed anymore. Any tips would be appreciated!

I totally get where you're coming from! I had a similar issue. AWS Nuke can be a lifesaver if you've used a lot of features and need to clear everything out quickly. Also, don't forget to check your billing dashboard to see what services are costing you the most and start there to cancel services.
If you want to really make sure you won't get billed, make sure you close your account officially. Keep in mind that AWS takes about 10-15 days to process account closures. If you have any persistent charges, consider contacting AWS billing support for help.
You're probably being charged for an idle IPv4 address. To stop these charges, you'll need to terminate your EC2 instances and release the associated IPv4 addresses. You can find detailed instructions on how to do this in the AWS documentation. Check out the sections on terminating instances and releasing IPv4 addresses.
Just a heads up, if you can't get into your account, support may not be able to help you recover the login. In that case, the best bet is to close the account directly if you can access it.
