I recently received a batch of new laptops that came pre-installed with Windows 11 version 24H2. I've been hearing a lot of negative feedback about this version, and I want to standardize on 23H2 instead. I'm curious about the best way to downgrade these devices either through Intune or by using a PowerShell script during the out-of-box experience (OOBE). Any advice or tips would be much appreciated!

Honestly, 23H2 is nearing its end of life in about 7 months. Have you actually faced the problems you've been hearing about? If not, maybe just test out 24H2 on a few devices first before making a big change.
I think you're overthinking it. 24H2 has been stable for me, so maybe just run your own tests before deciding to downgrade. Sometimes the loudest voices are just the ones with complaints – most people don't bother to post when things work fine!
Just a heads up: if you're planning to downgrade to 23H2, keep in mind that it won't be supported past November. Not much time left! If you're not experiencing issues with 24H2, maybe it's worth sticking with it.
Downgrading may not even be your best option. If the laptops are freshly delivered, consider using an OEM or customized image instead of rolling back. A clean install often resolves a lot of weird issues from pre-installed software!
