I have an HD movie file on my hard drive that's about 1.1GB for a 1.5-hour movie – the quality is crisp and clean. However, when I record a video on my S23 Ultra, a 14-minute clip takes up the same amount of space, around 1.1GB, at FHD quality (30 fps). Is there a setting on my phone that can help me shoot a longer video, like 1.5 hours, while keeping the file size down to about 1.1GB instead of ending up with something like 10-11GB? Any help would be appreciated!

You might want to try switching from FHD to HD resolution in your camera settings. This could help reduce the file size significantly without compromising too much on quality.
Also, check if 'High Efficiency' mode is activated in your camera settings. This often helps reduce file sizes while maintaining acceptable quality.
