I'm working with a Ryzen 5 5600 and I've got a pair of Kingbank DDR4 3200MHz 32GB (2x16GB) CL16 Silver RAM sticks. My motherboard is the B550M Pro VDH WiFi. The issue I'm facing is that when I try to set my RAM speed to 3200 MHz, my PC doesn't boot properly; it turns off and on, and I get an 'overclock failed' message. The only way I can get it to work is by setting the RAM speed down to 3066 MHz. Any suggestions on how to successfully set the RAM to its rated speed?

Are you just trying to set 3200 MHz manually? You might need to tweak some settings beyond just the frequency. Doing research on latencies and voltage, or making use of automatic overclocking profiles like XMP could help balance everything out.
Make sure your motherboard BIOS is up to date. A lot of times, newer BIOS versions come with improved memory stability, which could help you hit that 3200 MHz. I was able to bump my old system's RAM speed from 2800 to 3200 just by updating the BIOS. Also, when you adjust the settings, use an A-XMP or EXPO profile instead of just changing the frequency directly. Setting the right timings and voltages is crucial too.
Have you tried resetting the BIOS to defaults? It’s also worth checking the RAM compatibility list from your motherboard manufacturer. Sometimes even RAM that seems similar in specs might not work due to specific compatibility issues.
