I opened a US Apple account a few years ago, but now I've moved to a different country and I want to switch my account's country setting. However, I can't change it because I have 28 cents in credit. The system says I need to spend that amount before I can make the switch. I'm in a bit of a bind since I can't add a credit card from my new country, which means I'm unable to load more money onto my account to cover a purchase. What are my options for spending this 28 cents?

You could buy a cheap app or a song that costs around a dollar. Your 28 cents would get applied to the purchase, and any remaining balance could be covered by your payment method on file, letting you clear out the credit to change your country.
Try using the online support chat. I had a similar issue when I moved, and they helped me clear my balance in about 20 minutes. Just keep in mind that they'll need your permission to zero it out.
According to Apple’s support page, if your credit is less than the cost of a single item, you should reach out to Apple Support for help. They can assist you with your situation even if your credit limit is low.
That’s a good idea, but I can't add my credit card from another country. I'd just be stuck trying to find a way to get around that.
