I'm using an HP OmniBook X Flip 16 with Windows 11 Home, and I keep receiving intrusive "Sponsored Ad" notifications from HP Featured Offers in the lower-right corner. They promote shopping deals and browser extensions. I've already disabled the Windows promotional notification settings I could find, but the pop-ups continue. I also checked my installed apps, but I'm unsure whether HP Featured Offers is safe to remove or whether it belongs to an important HP utility. What's the best way to permanently disable these notifications or uninstall the HP software responsible?

These notifications aren’t coming from Windows itself. They’re likely being generated by HP Support Assistant or a related HP promotional component. Try uninstalling HP Support Assistant from Settings > Apps > Installed apps. It isn’t required for Windows to work, though you may lose its optional support alerts and automatic HP update features.
Look through the installed-app list for HP Support Assistant, HP Featured Offers, or another similarly named HP promotion utility. Removing the app through Windows Settings should be safe if you don’t use HP’s support and update features. You can still download drivers and firmware manually from HP’s website if needed.
If you want to eliminate most manufacturer-installed promotional software, a clean Windows installation is another option. Back up your files first, since reinstalling Windows can erase the drive, and make sure you have access to any needed HP drivers and device-specific utilities afterward.
I’m going to remove it and see whether the sponsored notifications stop.
