I'm trying to transfer files from my budget phone to my server using a USB connection, but I can't get it to work. My internet is down in my room, and all my computers are either desktops or have broken WiFi. I'm using a USB-C cable that should support file transfer, but my phone won't let me switch to file transfer mode. I've tried different USB-C cables with both my Windows 11 and Windows 7 machines, but nothing seems to work. Any advice?

Have you thought about using cloud services? If you can get somewhere with WiFi, like a coffee shop, upload your files to Google Drive or OneDrive, and then download them to your desktop from there. It's a solid workaround if USB isn't cooperating.
