I'm trying to access my mom's legacy iCloud account but I'm running into a problem. It says I can only get in using an Apple device because of the high security settings she has set up. I already have the legacy account information and password, but I'm not sure how to proceed. Can anyone help me figure out how to access her iCloud easily?

Don't forget about the official support page! It has detailed steps for requesting access as a Legacy Contact if you get stuck. Since you have the credentials, logging in should be straightforward once you confirm your device’s software is compatible.
You can access the legacy iCloud account, but it doesn’t give you direct access to her phone. Make sure you're logging in to the iCloud website on your Apple device. Once logged in, go to 'All Devices' and select 'Erase Device' to disable the activation lock and wipe the device clean, so you can use it or sell it later. Just remember, being a legacy contact doesn’t mean you get the phone's access code directly. You’ll still have access to view her iCloud data like photos and notes though!
That makes sense! So basically, I can access her iCloud files but to get into the phone itself, I’ll need to do that erase thing first?
If you're using an older Apple device, make sure it's updated! You need at least iOS 16.2 or something newer to log into that legacy account. Check to see if your device is up to date so you don't run into any issues while signing in.
