How do I unblock a Linux USB for mounting?

I'm using Windows 11 and trying to create a USB drive with the CAINE Linux distro. However, when I boot from it, I get an error saying it can't mount. I read somewhere that I need to 'unblock' it before I can proceed. Can anyone help me figure out how to do this?
