I get how frustrating this is! I published a Chrome extension years ago, and it took over a month for approval back then. I can't say for sure if resubmitting resets your place in the queue, but I'd recommend waiting a little longer before pulling it. Permissions can definitely slow things down, and you might just end up at the back of the line if you resubmit now.
Just a heads up from my experience: my extension review took about two weeks. After approval, I uploaded a couple of updates and they went through in about a week each. So, waiting a bit longer might be worth it!
