I'm looking to create animated cartoon characters and custom hand-drawn elements to feature on my website. I have a specific aesthetic in mind—think 90s cartoon vibes with bright colors and thick outlines. I want my site to include fun animations, like bubbles floating around characters or characters that blink and follow the mouse cursor. I know about tools like Rive and Procreate on my iPad, but I'm unsure which one is better to get started with, or if I should use both. Additionally, what are the best image formats to use for these animations? I really want to learn how to do this and would appreciate any guidance on the process!
