I recently updated my OS, and to my dismay, Apple Music syncing was turned on, which I had actively avoided because I have many rare tracks that I know Apple doesn't offer. When I checked my music library, it couldn't find any of my songs. I directed Apple Music to my existing music folder, and it seemed to restore my library. However, later, when trying to add music in iMovie, I noticed my entire music library wasn't accessible anymore. It appears that all my songs are now stored in the cloud, which I never wanted to happen. To make matters worse, my 15,000+ song library has shrunk to just 125MB. I'm really upset and just want to get my music back on my computer, but I'm not sure how to do it.

That's strange! Syncing shouldn’t remove or alter your personal tracks without your consent, unless there’s some major glitch. If you do have a backup of your music, restoring from that could be your best bet. Also, have you checked your subscription status? That might explain some issues with missing tracks.
It’s tough dealing with these syncing issues! Can you confirm if you're on a Mac and check where your music library is stored on your hard drive? Yes, I do have an Apple Music subscription for my HomePods. But I've accumulated over 23 years of my own music that I'd never want to upload. After a long chat with AppleCare, I finally managed to retrieve my 183GB library, but I still lost about 50 recently imported songs. Looks like I’ll have to dig up those old CDs again.
