I'm trying to help my mom set up her iPad at the hospital, and we've logged into her Apple account. However, I can't find the option to restore it from a backup. Is there a way to restore the backup without going through the 'setup with a device' option? I've never used iTunes for this, so I'm not sure about the process. Also, the hospital's Wi-Fi has a captive login which might complicate the initial setup—it doesn't seem like it will let us get through that part easily.

If you're not in a rush, it might be best to wait until you're around a better Wi-Fi connection. Once she's on a non-work network, restoring from the backup should be much easier. Why push it right now if there's no immediate need?
During the setup, there's usually a prompt to restore from a backup a few steps in. But if you've already gone past that, you might be stuck. One solution could be to sign in as a new device for now; her contacts and photos should sync over time anyway. Games can be re-downloaded, but just remember, she might lose progress unless they're linked to Game Center. If nothing else works, you can always restore from a backup later when you have better Wi-Fi access.
