I'm 38 and have a background in IT, with experience in HTML, PHP, and Linux servers from college. I currently work in tech support for Windows and Mac systems. It's been a while since I last coded, but I'm interested in relearning HTML, and picking up CSS and JavaScript. I have a Synology server and some knowledge of containers. I'm curious if it's too late for me to pursue programming, and I want to build apps that could help my clients streamline their tasks. What are your thoughts?

You're definitely not too old! I started my coding journey at 40 and landed a job at a major video game console company by 42. It's absolutely worth diving in, especially if you really enjoy it. You can do it!
