I'm currently using a build with a 7600X CPU and a 3060 Ti on a 650W Gold PSU. I'm planning to upgrade to a 9800X3D CPU and an RTX 5070 GPU. My concern is whether 650W is enough to power this new combo, especially given the RTX 5070's requirements.

Definitely don’t skimp on a good PSU! The 5070 recommends a minimum of 600W, and since you’re pairing it with a 9800X3D, I'd opt for at least a 750W PSU for some extra headroom, especially if you think you might upgrade to a 5070 Ti in the future. An 850W would future-proof your system a bit more.
