I'm planning to build a system using an AMD Ryzen 9 9950X, and I've always used air cooling with lower wattage CPUs. Since I don't plan on overclocking, I'm wondering if I would be sacrificing performance by sticking with a high-quality air cooler instead of investing in an AIO water cooler. Here's a rough outline of my planned build and how I intend to use it for development work on Ubuntu, which includes running large compile jobs and light CUDA workloads.

If you're not overclocking, going with air cooling is perfectly fine. I've built workstations with air coolers that handle even high heat outputs well. Just ensure you have good airflow and a reliable heatsink, and you won't really miss out on performance.
