I just put together a new PC for my friend with a 7800X3D, an RTX 5080, and 32GB of RAM. When I powered it on for the first memory training, it has been running for over 30 minutes. Is this a sign of an issue, or is it sometimes okay for it to take this long?

Thanks for the tips, everyone! I'll try booting with one stick and check those BIOS settings.
It's most likely not still training at this point. Check if the boot lights on the motherboard show any activity. I recommend shutting down the PC, checking all connections, and then booting it up again to see if any error codes show up on the LEDs.
A few minutes can be alright on the first boot, but after 30 minutes, it’s probably stuck. I would suggest a restart. If you have a motherboard speaker, plug that in to listen for any error beeps. Additionally, some motherboards have LED displays that show error codes, which can help diagnose the problem.
Make sure to enable the MCS (Memory Context Restore) option in BIOS. It can help with memory training issues.
For troubleshooting, try booting the system with just one stick of RAM first. That's what worked for me initially, and then I was able to add the second stick without issues.
Memory training generally should only take around 30 seconds. If it’s still running after 30 minutes, something must be off with the setup.
