Is it okay to keep my laptop charging at 99% all the time? Does it harm the battery?

I have a laptop running Windows 11, and I mostly keep it plugged in. It seems to hang around 99% battery, and it never quite reaches 100%. I'm concerned about whether this practice could damage or degrade my laptop's battery or my laptop itself. Should I be worried about this? Are there any changes I can make to settings that would help? Also, I'm curious why my battery doesn't charge fully. Is that normal?
