You basically need different email and payment methods to have a shot. But keep in mind that AWS is savvy about users trying to take advantage of the free tier.
I tried to create another account, but they caught onto it with my SSN (or CPF in Brazil). My friend's attempt with my card ended in a cancellation too. If you really want to learn without the hassle, I suggest checking out Oracle’s free tier as an alternative. It's pretty good for infrastructure learning.
