I heard that running a web browser from the terminal could be risky, which makes me hesitant about trying to open it with other methods. Could using 'Global Actions Manager' for this purpose be dangerous?

Most desktop icons already include shell commands to launch programs. Using extra parameters that browsers provide shouldn't pose a real threat, as long as you're not running as root like TechGuru88 mentioned.
The risk mainly comes from running applications as root. If you're launching your browser with normal user permissions, you should be fine! Just avoid using root unless absolutely necessary.
Are you referring to opening a terminal and just running commands like 'firefox'? That’s standard practice! If you're worried, just stick to user mode to keep things safe.
