I'm building my first PC and considering using either the Intel i5 13400F or the 14400F. I've heard that there are still some unresolved issues with Intel's 13th and 14th generation CPUs. Is it safe to go ahead and use them now, or should I be cautious?

The newer i5s you’re considering weren't part of the major issues reported with the higher-end chips, so they should be fine. But if you’re still on the fence, AMD might be worth looking into, especially if you want better value and a solid upgrade path.

As someone who recently built their rig with an i5-14600K, I updated the BIOS to the latest version and set the CPU power limits to Intel’s recommended TDP. It's been running super cool and smooth since. Just make sure to adjust the settings if you do go with the newer Intel CPUs. You should be fine if you follow the right precautions!
