I'm considering two options for the RX 9060 XT: the 16GB version and the 8GB version. How important is VRAM in the long term, and is it really worth saving about $100 to go with the 8GB?

Definitely get the 16GB version if you can spare the extra cash. The 8GB might seem okay now, but it'll limit you in the future, especially with new games coming out that will need more VRAM.
Honestly, if you have the budget, go for the 16GB. It’ll help with future-proofing your setup and you won’t have to compromise on graphics settings too much later down the line.
