I built my first PC last Christmas, going all-in with a Gigabyte RTX4090 GPU. However, I didn't research enough on the other components and ended up with what I think is a less than ideal CPU and motherboard. My CPU is an i7-12700k paired with an MSI Z790 motherboard, and I mistakenly ordered 128GB of RAM instead of the intended amount. Overall, the system performs well, but I'm experiencing screen tearing in many games along with stuttering, lag, and long load times. Games like No Man's Sky and Borderlands 3 seem to run poorly, forcing me to lower graphics settings just to maintain a steady frame rate. Should I consider upgrading any of my hardware?

Your build seems solid overall, but if there's any overclocking done, especially XMP, you should disable that. A lot of performance issues can stem from software configurations. Also, do you have SSDs? If so, 2TB sounds good.
Screen tearing often relates to monitor settings rather than CPU or GPU issues, so check if GSync, Freesync, or VRR is enabled in your graphics card and monitor settings. For loading times, your games should really be on an SSD, considering you have 128GB of RAM, just make sure it's running at its rated speed.
You might want to first check if all your software is up to date—this includes your BIOS, Windows updates, and drivers. Regarding your RAM, ensure it's set up correctly, which can make a difference in performance. Also, make sure you're using good NVMe storage for your games instead of an HDD.
