I've been keeping my GPU fans running at a constant 30% to help lower temperatures, but I'm worried if that's a safe practice, especially since I start my PC with them like that. Could this cause any issues with my GPU's lifespan?

Running your fans at a static 30% all the time can be problematic. If you're saying you're setting them to a minimum of 30%, that should be fine. Just remember, under heavy loads, your GPU might need more cooling than that. You might want to consider adjusting your fan speed dynamically instead of keeping it fixed.
How do you set that in the NVIDIA app? I'm not sure how to change those settings.
