I'm wondering if I can pair the 9070XT graphics card with an AM4 platform. If it's possible, which CPU should I consider? Also, will I encounter any bottlenecks with this setup?

You won't face CPU bottlenecks as long as you choose a high-end AM4 CPU like the 5800X or 5700X3D. Just make sure it has at least 32MB of L3 cache for optimal performance.
