I'm helping a friend build a budget PC and I have an i5 10600 and some RAM to spare. I'm curious if it's still a decent option for them, or if they should consider investing in a newer CPU instead.

Totally agree! Just remember that high FPS and refresh rates aren't the same thing. You can have a smooth experience on a lower refresh rate monitor if the FPS is solid.
