I'm considering buying the Powercolor Reaper, which is currently the cheapest 9070 in my area. I initially thought about getting the ASUS Prime instead. Can anyone clarify if the Reaper's performance really differs from other models, or is it mostly about the design and size? I'm not very knowledgeable about the differences between GPU variants, so I'd appreciate some guidance!

Powercolor is a respected brand in the industry. Most brands with the same GPU will perform similarly. Some models might have slightly higher boost clocks, but you can usually tweak that yourself if needed. I suggest picking whichever brand offers the longest warranty for peace of mind!
Generally, you shouldn't notice any significant performance differences between different models of the 9070. They all operate pretty similarly in terms of performance.
I think the Reaper is actually a solid card. I did shy away from it due to Powercolor's 2-year warranty, though.

But ASUS only has a 3-year warranty. Is that extra year really such a big deal? I feel like the card might be more likely to break during installation than to actually fail after a few years.
