I'm curious if the voice feature is rolling out to all mobile users now. I have a pro account, but I can't find it on my Android phone. Is there something specific I need to enable in settings to access it, or am I just not seeing it?

Which version of the app do you have installed? There might be a difference between versions. It seems they are rolling it out gradually, so not everyone's getting it at the same time.
I have the voice feature on my Pixel 9 Pro with Android 15, and I'm currently on the Max plan. I didn't even grant any permissions and had it while on the Pro plan too. I couldn't find any settings to toggle it on or off. It seems to work fine without extra adjustments.
I'm using the same version as the person above. Maybe they haven't fully rolled out the feature to all users yet.
