I'm currently using an Intel i7 12700k with 64GB of 3600MHz DDR4 RAM and an RTX 3070, powered by a 650W Gold PSU. I'm planning to upgrade to an RTX 5080 or 5080 Super in the future, so I want to replace my PSU first. Would opting for a 1000W 80+ Gold or Platinum PSU be excessive for my current setup? I know it's way more powerful than I need right now, but I want to be prepared for the potential high power demands of future Nvidia cards.

Nope, there’s really no harm in going for a higher wattage PSU like 1000W. Power supplies only provide as much power as your components need, so you won’t be forcing your hardware to use more power than it wants. Usually, PSUs are most efficient when they’re at about 50% load, so a higher wattage option could actually help with efficiency!
Just keep in mind that PSUs don’t push power; they deliver what’s asked for. So you're all good!
I’ve got a 1000W PSU running my rig which uses about 500-600W, and I plan to upgrade too! It’s nice knowing I’ll have plenty of headroom in case my power demands go up later.
