I'm putting together a black-and-red gaming PC in Australia after deciding that white components cost more than I'd like. My current parts list comes to roughly $2,200 AUD, which is a significant amount for me as a high school student. I'm mainly unsure whether I need to purchase an operating system, whether installing Windows without activating it is safe, and whether this build offers good value or could use cheaper parts with similar performance. I'd also appreciate any advice on improving the component selection or avoiding compatibility and availability problems.

A liquid cooler is unnecessary for this processor. A decent tower air cooler, such as a Peerless Assassin-class cooler, should be quieter, cheaper, and simpler to install while providing plenty of cooling. The money saved would be better spent on the graphics card or other components.
You can download Windows directly from Microsoft, create a bootable USB installer, and use it without activating right away. It’s safe, but you’ll see an activation watermark and have fewer personalization options, such as changing the wallpaper. You can buy a legitimate license later if those limitations bother you; you don’t necessarily need Windows 11 Pro specifically.
The build could be rebalanced toward the GPU. A Ryzen 5 7500F should provide very similar gaming performance for less than the 7600X, especially if you’re using a separate graphics card. You could also consider a less expensive but reputable power supply and a cheaper case, provided they’re available locally. Make sure the case is actually sold in Australia, since availability may be an issue with the current selection.
If your budget can stretch a little, putting more of it toward a stronger graphics card would make a much larger difference in gaming performance than paying extra for liquid cooling or a higher-end CPU. Some suggested parts may be out of stock or unavailable where you live, so use the recommendations as a performance target and substitute equivalent parts that are actually in stock.
That makes sense, although several of the recommended parts don’t ship to my area or are out of stock. I’ll look for local alternatives with similar specifications.
