I'm thinking about building a budget PC and I've selected the following parts: 16GB of DDR4 RAM (Lexar), a Ryzen 5 3600 CPU, an Arc B570 motherboard, a Thermalright Peerless Assassin 120 CPU cooler, a B450 motherboard, a 650W Corsair power supply, a 1TB SanDisk SSD, and a Corsair 4000D airflow case. I'm wondering if this setup is good for gaming and what I could improve to optimize my budget.

That CPU is getting a bit old, and the GPU might not be cutting it either. I highly recommend at least upgrading to the Ryzen 5 5600. Plus, check out some YouTube videos to see how the GPU performs in the games you’re interested in.
If you can switch the CPU to a Ryzen 5 5600 and make sure the RAM speed is at least 3200MHz to 3600MHz, you'll have an awesome setup—totally worth it! Just curious, are you aiming to game at 1080p or 1440p?
You might want to consider a cheaper cooler. Saving that cash could allow you to invest more in a better GPU or CPU, which is often more beneficial for gaming.
What’s your total budget for this build? Also, how much are the parts costing? It's tough to say if this is a good deal without some baseline numbers.
I've got a Ryzen 5 3600 myself, and I’d suggest you upgrade to the 5600(X) if possible!
