I'm looking at a PC with an RTX 2060, Ryzen 7 2700x, 512GB M.2 storage, and 16GB of 3200MHz DDR4 RAM. Is this a decent deal for £350?

I would say no. This CPU won’t even let you upgrade to Windows 11. That's kind of a red flag for future proofing your investment, even if you can find a workaround.
Well, you can still install it, just not officially supported.
