Issues with KB5065687 Servicing Stack Update on Server 2016

Has anyone experienced the error code 0x80070002 (File Not Found) while trying to deploy KB5065687 from WSUS? I'm noticing similar issues when using Windows Update as well. While downloading the update directly from the Windows Update Catalog seems to work fine, it's definitely not the most convenient solution. Fortunately, the failed installation from WSUS or Windows Update doesn't stop the Cumulative Update from being installed, but it does show up in the history as just a "Security Update for Windows" instead of specifying that it's the "2025-09 Servicing Stack Update."

Is that really the case for Server 2016? I thought there were instances where a Cumulative Update required an SSU that was released at the same time, so I'm not sure about completely relying on just the CUs without deploying SSUs.

I read in the Patch Tuesday megathread that the problem might be with the express installer in WSUS. Apparently, even the revision has issues. Interestingly, our WSUS didn’t pick up the initial release at all; it only received the revised (revision 202) patch much later. Not sure why it didn't match up with the other patches released earlier that day.

I’ve stopped deploying those Servicing Stack Updates altogether because they’re now bundled with Cumulative Updates. Microsoft indicates that changes to the servicing stack typically come out with the monthly CUs, unless there’s a critical issue that requires an out-of-band release. But it seems that some exceptions exist for cases where SSUs are released separately.
