I haven't upgraded my GPU or kept up with the market trends for about seven years, so I'm not familiar with current brands and their reputations, especially considering I haven't used Intel ARC graphics before, and it's been ages since I've had an Nvidia card. Any advice on potential bottlenecks, and tips for navigating the second-hand market would be greatly appreciated! Here are my current specs: ASUS ROG Strix z590-E Gaming, i7-10700k, 64GB DDR4-3200, Radeon RX 590 8GB XFX Fatboy edition, and LG QHD 1440p 144Hz with a Corsair RM850x 850w PSU.

If you want to maximize your budget, consider selling 32GB of your RAM. Prices are favorable right now, and you'll have more money to invest in a better GPU. 32GB is more than enough for most tasks these days.
If you're considering the used market, I sold a GTX 3080 recently for about $260, so there might be some deals out there. You can likely snag a 3070 Ti in your budget range, which should give you a solid performance boost.
Your current RX 590 is quite dated. For a significant performance jump, look for something like an RTX 4060, RX 7600, RTX 2080, or RX 6650 XT, but those might be over your budget. The RTX 2060 Super is a good bet for around $200 and provides a nice uplift in performance. The Intel ARC A580 offers comparable performance too, but it's a bit hit and miss, so be cautious with that one.
