I'm currently using a GTX 1650 that I've had for about five years and I'm thinking it's time for an upgrade. I'm considering options like the 5060, 3050, or 9050, but honestly, I don't know too much about graphics cards. Ideally, I'd like something under $300. What do you suggest?

If you can stretch your budget a little, I recommend the 9060 XT 16GB (the 8GB version isn't worth it). Though it might cost more than $350, it'll last you much longer as the best bang-for-your-buck GPU currently available.

The 9060 XT with 16GB would be perfect, but it's over your budget. However, a used RX 6700 XT or a 2080 Ti are good choices and can be found for around $220-280. If you want new, the 9060 XT 8GB is your best bet.

I think if his CPU is older, it might bottleneck the recommended GPUs. An entry-level GPU might be a better choice, although it could still be pricier than a used but more powerful GPU.

You might be able to find a used RTX 3070 for under $300. I've seen them listed around that price on sites like Facebook Marketplace, and a lot of sellers are open to negotiating.
