I'm currently using an Intel 12400F with an Asus B660m WiFi motherboard. I plan to keep the motherboard for now and I'm thinking of upgrading my GPU from a 3070 to a 9070xt. Given this setup, what CPU should I consider upgrading to?

You might want to consider your gaming resolution. If you're planning to play at 1440p, you could potentially hold off on the CPU upgrade for now and see how the new GPU performs.
I had the same exact setup before I switched to AMD. If your motherboard is decent, you could upgrade to a 13th or even 14th gen Intel for a reasonable price, but considering an AM5 setup could be a larger upgrade.
I recommend the i7 12700KF or 13700KF. They would be great choices given your current setup and motherboard.
Honestly, since the B660m has less robust VRMs and uses DDR4, I wouldn't invest in a CPU upgrade while keeping that board. It might not handle the load well.
