I'm planning to upgrade my current gaming setup, which is a Dell Optiplex 9010 with the following specs: 16GB RAM, Intel i7-3770 CPU, AMD Radeon RX 5700 GPU with 8GB, a 1TB hard drive, a 112GB SSD, and an MSI MAG A550BN power supply. I feel like my CPU is bottlenecking my GPU's performance. Although I'd consider upgrading my CPU, I'm not sure it can handle a better one. I'm looking for an affordable upgrade that allows me to transfer my GPU, RAM, SSD, and power supply to a new system.

I’d recommend keeping your RX 5700 and building a new system around it. There are plenty of used parts available that would work really well without breaking the bank. Just focus on a solid motherboard and a newer CPU that can handle gaming better.
