I've been experiencing an issue where my mouse freezes for about half a second every minute. Those flickering lights along with freezing could indicate a power delivery problem. Make sure the USB port is providing consistent voltage. You can try disabling USB selective suspend in the power settings—just head to Control Panel > Power Options > Change plan settings > Advanced > USB settings. Also, testing your mouse on another PC can help rule out hardware issues. If it mainly happens in Minecraft, check for background programs or overlays that could interfere.
It might be worth testing with another mouse to see if the issue is specifically with yours. Also, you could try booting from a Linux live distro; if the mouse works fine there, then it's probably a software issue rather than a hardware one. If it freezes there too, you likely have a faulty mouse.
