I've been playing Assassin's Creed Syndicate and using OBS to record gameplay. Everything was going smoothly until I tried to start a third recording, which caused my PC to freeze up completely. I rebooted and got a message about a "Stop Code: ACC" and "Market"—I was frustrated and didn't take a screenshot. After rebooting, I ended up with a black screen and just a loading circle. On the next restart, I was able to log in, but after a couple of hours away, it was stuck on the starting screen. I restarted again and logged in okay, but it froze once more, displaying the error "Stop Code: CRITICAL_PROCESS_DIED (0xEF)". Right now, it's back to being stuck on the starting screen. I can't tell if I've messed up my PC for good. One of my drives was nearing full capacity, but I still have about 6GB free. I've done some research, and now it's showing another error: "Stop Code: APC_INDEX_MISMATCH". Any advice?

It sounds like your PC was definitely warning you with the FPS drops before everything went haywire. Sometimes, games can be resource-heavy, and that might have been a clue something was off.
If you can access startup repair, give recovery a shot from there. If not, you might need to consider resetting Windows or doing a complete reinstallation. It sounds like you could be heading that direction unfortunately.
