I'm trying to choose between two RAM options: one is 6400 MHz with timings of 36-48-48-104 (11.25 ns), and the other is 5600 MHz with timings of 30-36-36-88 (10.7 ns). I'm curious if the faster MHz is worth it, or if the better timings of the 5600 MHz RAM would make it the better choice. Also, will I actually notice a difference in performance?

Is it DDR5 you're looking at? And what's your main use case for the RAM? Knowing that helps a lot when making a decision.
I’d personally lean towards the 5600 CL30, but in real-world usage, you probably won’t notice much difference at all.
Honestly, under most workloads, there’s likely to be negligible differences between the two. If budget is a concern, I’d probably just go for the cheaper option.
The 6400 MHz kit tends to be better overall. The thing to remember is that timings are relative to speed, so a CL30 at 5600 MHz is pretty similar in latency to a CL36 at 6400 MHz.
