I'm looking for recommendations on a quality CPU cooler and thermal paste for my setup. Right now, I have a 7600, but I'm planning to upgrade to something like a 9800X3D later on. I'm using a Fractal Pop Air XL case, and I want to keep my budget under $200 for both the cooler and thermal paste. However, I'd love to save money where I can while still getting a cooler that will last through future upgrades!

I think the Thermalright Peerless Assassin is your best bet for value. The 7600 doesn't run hot enough to really need a fancy liquid cooler like AIOs. For thermal paste, you can just stick with whatever comes with the cooler—it usually does the job just fine!
I just picked up the Peerless Assassin for my 9800X3D build, paired with Arctic MC-6 paste. I didn't really need to buy separate paste, but I wanted to be safe. The temperatures are great inside my Meshify case, and it's quiet with the default fans.
Honestly, the 7600 barely generates heat. Pretty much any decent air cooler will handle it easily. I recommend the Thermalright Assassin—it's a solid choice. As for thermal paste, I personally like Noctua's, but in your case, it might not even be necessary to buy extra thermal paste, depending on what's included.
