If you decide on a 5060 Ti, go for the 16GB version. But honestly, considering how high GPU and RAM prices are right now, you might want to think about getting a second-hand PC instead.
As a first-time builder, my best advice is to grab an older standard PC (not one from Dell or HP) to practice taking it apart and putting it back together. It teaches you a lot, plus makes you aware of common pitfalls—trust me, avoid building on carpet! Regarding graphics cards, if you're targeting 1080p at 60fps, something in the $350-$450 range should serve you well without needing to break the bank.
What country are you in? If you're in the USA, check if there's a Micro Center nearby; they often have good deals on parts. It might save you some cash!

4K at 120fps sounds like overkill for me too. What GPU would you recommend within that $350-$450 range?
